Town Centre Planning History

Planning for the Green Square Town Centre was initiated following the announcement of a new Southern Railway in 1991 – a new heavy railway line that would link the CBD and Airport. 

Following this announcement, the State Government and former South Sydney Council began planning for the renewal of the Green Square area – capitalising on the new infrastructure projects and the area’s strategic location. A South Sydney Development Corporation was established to coordinate and manage planning for the area.

After a series of planning studies, an area for the new Green Square Town Centre was identified in the late 1990s. The Town Centre was planned as the heart of the broader Green Square Redevelopment Area which had been created at the same time.

In 1998, LFA won an initial ideas competition for the new Town Centre and commenced the preparation of a masterplan to guide future development. 

Seeking to incorporate leading design excellence in the Town Centre, an international design competition was conducted by the South Sydney Development Corporation in 2001. This competition was won by a consortium comprising turner + associates, Professor Wiel Arets, mcgregor + partners and Holos Consulting, and led to the exhibition of a revised masterplan in 2003.

Following the 2004 amalgamation of South Sydney Council with the City of Sydney, the City of Sydney assumed the lead role in planning for the Town Centre. In April 2006, the Council adopted a package of new planning controls for the Town Centre including:

  • The South Sydney Local Environmental Plan 1998 (LEP) - The LEP defines permissible land uses, development sites, building heights and gross floor area. It breaks up the land to which it applies into public domain and development sites.
  • The South Sydney Development Control Plan 1997 (DCP) - The DCP supports the primary planning controls set in the LEP. It contains a set of guiding principles and defines the main structural elements of the Town Centre.
  • Green Square Town Centre Infrastructure Strategy - The Strategy details how the delivery of the infrastructure can take place.

The LEP for the Town Centre was gazetted by the State Government in December 2006.

Design of new infrastructure and public domain within the Town Centre is progressing well, as Landcom and the City of Sydney prepare to bring the Green Square Town Centre to fruition.  A recent exhibition of public domain concept plans by mcgregor + partners was based on community input at Public Domain Design Workshops in October 2007.
